About the Permanent Licensing Committee
Purpose
The purpose of the Committee is to regulate health professions and health service facilities to ensure safe, high-quality health services are provided to the public of Qatar.
Functions
The Committee has eleven primary functions:
- Approving the health professions and health service facilities which should be regulated in Qatar.
- Setting the required standards, qualifications, and conditions for licensing regulated health profession and health service facilities.
- Authorizing the licensing and renewal of health practitioners and health service facilities when they meet required standards, qualifications and conditions.
- Regulating the manufacture and supply of drugs
- Approving the renewal of facility and proffessional licenses
- Approving the transfer of facility licenses
- Inspecting health facilities and associated infrastructure for compliance with regulatory requirements
- Suspending or revoking licenses where the Committee is satisfied that a health practitioner or health service facility poses a risk of harm to the public or where the Commission is satisfied that a practitioner or facility has demonstrated unwillingness or inability to uphold licensing conditions.
- Recommending action to the appropriate legal authorities (including legal action and fines) for serious licensing offences.
- Promoting the development of individual health practitioners through under-graduate, post-graduate, and continuing professional education.
Dealing with any other issues regarding practice in the health sector
Meetings
The PLC meets monthly, or on a more regular basis if requireed. A quorum consists of three permanent members.
Decisions are taken by vote. In the case of a 50/50 split, the Chair exercies a deciding vote.
Meetings are minuted and approved by the Chair and members. All decisions must be documented and signed by the Chair.
The Committee has the right to call evidence as required.
Composition
The Committee consists of members drawn from the Governmental health sector appointed by the Minister
Legal Power
All members appointed by the Minsiter have the legal power to investigate potential violations including entering facilities, checking records and collecting any other evidence it deems necessary.
